Near where you can get shot across the level you can reach the top by doing the following: jump on the gate near the opening to the level then jump on the hump near the (???) and Ghetto Jump off it to the top.

in the main room of Sidehopper (the one with the grapple spot) next to the second floor you'll see a big circular (???) next to THAT you'll see a ramp Ghetto Jump off that onto the second floor.
