This is a graphical glitch similar to the Screw Attack in Water glitch.
I was in the single room of Lower Torvus that houses Dark Bloggs. I was returning from collecting the Power Bombs, and was moving the statue out of the way - to open the shortcut to Sanctuary.
As I Spiderballed out ot the water, to boost onto the statue and continue moving it, the screen stayed watery. It remained watery, even until I had moved the statue out of the way. When I returned to First-Person view, the screen was still watery. Upon leaving the room, it returned to normal.
I have no explanation for why this glitch happened - and I haven't been able to reproduce it.

This glitch is actually not random, but reproducable by morphing at water line. There is no benefit to the glitch unfortunately. You lose the ability to screw attack in fact.
