Space jump inside the morph ball tunnel, then to the ledge with the missile expansion. You have to be very precise to reach it. Make sure you jump off the edge of the tunnel, and that the first jump goes diagonally up-left.

The missile can also be reached with a single bomb bs jump, roll jump, or floaty jump.
