There's a rezbit that always hangs right by the energy tank. Wait for it to make a shield and space jump on it. Space jump from the shield to the center structure, then to the hole with the tank. Once you're on it, turn around until your view is identical to the video, then morph while holding up-right. You should grab the tank as you fall.

Notes:

It helps a lot to freeze the rezbit, as that stops the shield from moving constantly.
If you have screw attack, you can go straight into the hole from the rezbit's shield.
