It has been confirmed you can get the Lifegiver Artifact in the Light Tower without the Gravity Suit, which means you can complete the game without it, by skipping the Crashed Frigate.
If you want to skip the Frigate, it means you'll need a Power Bomb Expansion to get in Phazon Mines through Magmoor Caverns. That means it will still end up in a 27% if you get minimal items. Why do you need the Main Power Bombs in Central Dynamo? Because you can't fight the Elite Pirate before you get the Power Bombs in there. =(
